Lord Evan's correct about why the mutant's at 'ground zero' survived, and I read somewhere that the '198' survived because Wanda isn't very good at controlling her powers.  Though it wouldn't be very good chaos magic if you could fully control it.

That's aways been a problem.  Everyone keeps rewriting her powers without setting up any concrete definition for them.  Wanda, as I understood it, possessed some kind of 'chaos magic' and altered probability fields.  So yeah, she should be a tough opponent, but I don't think she should be rewriting reality on such a grand scale.  If I'm not mistaken Bendis just decided to use her like that so he could tell his big crossover event.

Seriously though, minor probability altering - note probability not reality - and chaos magic was what I thought she had. Ah well.
