That is the centerpiece to the kiddie carousel Starcastle Voyage, which I beleive was purchased by Schlitterbahn and is likely moving to Kansas City along with Bounty, Pirate's Flight, Time Warp and Scrambler (Boardwalk Typhoon).

There was a wider shot posted by Gunkey Monkey back near the top of page 11 of this thread where you could see the whole centerpiece.
