Congrats Repa on your win!
I did say we were going to request the winner to come forward and tell us how the scene/image represents winter (not hard to imagine why with this one - lol), but perhaps you would also like to tell us the effects you use on the image as well.
And to all the participants... thank you all... it was another hard month to choose... it was a tight race  So keep up the good work Geeks

Thank you ladies. The photo was taken right after a severe freezing rain and ice storm. The background effect was done with a radial blur. There is a house and an ugly white fence with a row of Leyland cypruses behind the tree , and I wanted to get rid of that stuff, so I worked with a combination of the selection brush tool and the magic wand tool to select areas around the tree, in between the outer branches and some of the inner branches, particularly at the top. Then I applied the radial blur filter at 100% and high quality. It took quite a long time to do.

Repa,
This is funny because I was looking for a tree with ice on it for a photo..I found one but the house in the back was in the way...
For a moment I thought I did it and forgot...
It looks great on the front page...Great job..
