Dear Prime Minister,
Though preperations have been made for an election, but I dont think we have enough of a citizenry base to vote for two parliamentary seats(Youre defacto in the Parliament).
I was thinking of Withholding the Election or start recruiting active citizens, if the election is witheld, it would only be temporary, and the Current three Members that are active now shall serve in the Parliament wich will call for elections once enough active citizens are gained to vote for three seats.
However I think that the think we should do is have me Appoint the First Parliament into Order, and then let you be sworn in and start business as the first Sitting of Parliament. What do you think of that? _________________ His Royal Majesty King Rafael II of the House of Aluveaux. While your recommendations are certainly towards the best interest of the Kingdom and your orders shall be followed, it is my recommendation that you not appoint this Parliament. I note that we now have five active citizens, Yourself, Christopher Wright, Michael Dervin, Willie, and myself.
I understand Christopher, Michael, and Willie have all expressed a desire to run for Parliament. I do believe we will have a viable election and that having the election itself is a call for more to join Devonia. I note that according to the Constitution members of Parliament are to be elected as well.
Article 34
(1) Members of Parliament shall be elected by general and direct ballot.
(2) Rules for the exercise of the suffrage shall be laid down by an Elections Act, which to secure equal representation of the various opinions of the electorate, shall prescribe the manner of election and decide whether proportional representation shall be adopted with or without election in single member constituencies.
I also suggest that it be decided that position of Prime Minister/Royal Chancellor is a Ministry position and not a position in Parliament. This of course is my reading of the Constitution
Article 33
(1) Any Person who has a right to vote at a Parliamentary election shall be eligible to run for office in Parliament, unless incapacitated or having been convicted of crime.
(2) Civil servants who are elected Parliament Members shall not be able to hold their rights as civil servants, unless the role of which is miniscule.
I understand the position of Prime Minister/Royal Chancellor and that of other Ministers to be a position of Civil servant. The Royal Chancellor works directly for the King while the members of Parliament are elected by the general public. The Royal Chancellor is appointed by the King and form The Grand Council.
Article 14
The King shall appoint and dismiss the Royal Chancellor and the other ministers. He shall decide upon the Number of Ministers and Upon the Distribution of the duties of government among them. The Signature of the King to Resolutions relating to legislation and Government shall make such resolutions valid, provided that the Signature of the King is accompanied by the Signature or signatures of one or more Ministers. A minister who has signed a resolution shall be responsible for the Resolution.
Article 17
(1) The body of Ministers shall form the Grand Council. The Grand Council shall be presided over by the King except in the instance where the next highest in the succession shall preside over the body. In cases where no such person is to be found, the Royal Chancellor shall preside over it, not acting against the Kings Wishes.
(2) Al bills and important government Measures Shall be discussed in the Grand Council.
We shall abide by your decision my King
Austi Scot
Prime Minister/Royal Chancellor
It doesn't matter what his Login name is, his Name that he has Officially registered under as a citizen is the name he should be called by on this forum and in all official proceedings unless he makes it quite clear that he wishes to be called otherwise. _________________ Mr. Dervin, Prime Minister of the Kingdom of Devonia
It’s just too bad if you don’t like me calling him Willie. You clearly know why I did so and now you clearly know that I was aware of the name he gave in his post.
I shall continue to call him as Willie unless he himself posts otherwise; it will be just too bad for you that you don’t like that. It would much better for all if you could find something productive to do rather hound me.
I am aware that you want my position and I have no problem with you seeking the position. However, please learn some common protocols concerning speaking with others.
Well Thank you for taking into consideration my concerns _________________ His Royal Majesty King Rafael II of the House of Aluveaux. Consul of Etampes, Prince of Arretium, Prince of Apulia, The Duke of Calabria, The Duke of Devon, The Duke of Lavinium, and The Duke of York.
