I am here with an official request to open relations with your nation, from The Kingdom of Devonia. Greetings and Welcome to HRM Christopher Collins, King of Tellia
I am Austi Scot, appointed at this time by His Royal Majesty King Rafael II of the Kingdom of Devonia as his Regent. I am hopeful that we can, at this time, develop a Declaration of Friendship and perhaps begin work on the treaty which you so graciously spoke about. It would be my hopes that when the King returns we shall present it for his review, approval and signature.
I encourage the citizens of Devonia to visit Tellia and request that you consider it would be our pleasure to have citizens of Tellia to visit Devonia. I am willing to review whatever treaty or documents you present, as long as there is a mutual exchange of Ambassadors, one each, who become citizens of the other nation and represent their Motherland's interests.

It is quite unusual to hear you suggest that our Ambassadors should become citizens of the nation where they are sent to represent their homeland. I recognize a person has the ability to join both Tellia and Devonia but I am not sure how it might work to have a person who is expected to represent Devonia also have the rights to serve in your legislative body and vise versa. Would the person be expected to introduce legislation in one nation for the benefit of the other?
As a citizen a person might be called upon to serve at other posts as well. A citizen might become a Minister – now if that citizen were first an Ambassador of the one nation how shall he serve as Minister of the other? Perhaps once an Ambassador becomes a citizen of the other he would have the right to become a leader of a political sub-division. Shall a territory of Tellia be lead by an Ambassador of Devonia?
Also, shall the Ambassador / Citizen would have the right to vote in elections – to which nation would he owe his first loyalty?
Personally I have no objection to citizens of Devonia becoming citizens of Tellia nor am I against citizens of Tellia being citizens of Devonia, however I would rather see a Declaration of Friendship which either doesn’t make such a situation mandatory or says that we may have dual citizenship but that the Ambassador is not given full citizenship rights – along with a list of those rights which may be denied to the position.

To help things get moving along, I propose the following treaty:

AFFIRMING that both nations will protect the interests of the other whenever possible and will provide military assistance when called upon;
DO HEREBY conclude this treaty and for that purpose sign to indicate acceptance as follows:

I hope that you will review the treaty above and sign it at your earliest convenience. This is the treaty set to become the standard one for Tellia. You may change it as you wish, and we may sign further treaties at a later date.

Here is His Majesty's Proposed Treaty.

ARTICLE 1
There shall be a Perpetual State of mutual recognition and friendship between The Kingdom of Devonia and the Kingdom of Tellia. The two aforementioned nations shall be committed to a peaceful resolution of any and all issues that may occur to estrange and otherwise alienate them one from the other.
ARTICLE 2
Both Nations shall refrain from any aggressive, belligerent, or hostile act or policy, either overtly or covertly, directed against the other.
ARTICLE 3
The nation of the Kingdom of Tellia, shall respect the neutrality of the Kingdom of Devonia. Therefore, if any disagreements occur between the nation of the Kingdom of Tellia and other nations, it shall be understood that the Kingdom of Devonia being neutral shall take no official side in such matters, unless pursuant to foreign policy, an Act of Parliament, or Decree in Devonia.
ARTICLE 4
The signatory parties shall respect the diplomatic envoys of each other, their diplomatic correspondence and their offices, as well as all other government structures of each other.
ARTICLE 5
The signatory Nations shall recognise any titles and other honors granted by their respective Leaders to their citizens and to other persons, and vice versa.
ARTICLE 6
This Treaty may only be amended, revised, enlarged and expanded upon the concurrence of both signatory Nations. Any contrary action or measure shall be null and void.
ARTICLE 7
This Treaty shall enter into force upon ratification by both signatory Nations' governments by whatever method is used in said nations.
ARTICLE 8
Either party may withdraw from this Treaty provided that seven days' written notice (defined as a post on the forums of both nations by the withdrawing nation's head of state, ratified by whatever legislative procedures are necessary) is given. |

Has this been presented in Tellia? Does this need to be presented to the Parliament of Devonia for approval then later for ratification if accepted by Tellia?

It has been presented in Tellia, I do not believe it requires approval by Parliament as it does not increase our territorial Holdings.
