In compliance with Article 41 of the Constitution, quoted above, I hereby present a general state of the Country
The Kingdom of Devonia is in the process of rebuilding. At times in the past Devonia has been active with involved citizens. We are now working with four involved citizens including our King. We haven’t had an active Parliament for some time now, so it will be important to our growth and to the structure of Devonia that our Parliament act with due prudence in forming the foundation we need.
King Rafael has already begun performing some of his duties in that he has set a basic direction and outline for the Parliament to begin. We shall choose our Prime Minister and our Deputy Prime Minister, we shall establish our rules of Procedures, and begin to introduce the fundamental laws of our nation.
As Devonia begins this process it will be necessary for each of us to assume more positions than just that of being a member of Parliament.
The King will soon appoint his Royal Chancellor and we shall have to fill the positions of Ministers as well as lawmakers. One of us will of necessity have to act as Minister of Immigration, one as Minister of Foreign Affairs, and one as Minister of the Treasury.
It is my view that whoever among us is elected Prime Minister has the first choice as to which Ministry functions he will assume at this time in addition to his duties as Prime Minister. I suggest that our Deputy Prime Minister then choose from the remaining two Ministries and that lastly the remaining Member of Parliament fulfill the duties of the third Ministry.
It is also important that as we gain more citizens or as other citizens return that we, as Members of Parliament, turn the Ministry positions over to those people upon appointment by our King. In this fashion we will provide jobs for our citizens.
We will need to develop other aspects of Devonia also. As we grow we will develop our national economy, we will develop private sector businesses, we will develop our Courts and our education system along with our military and cultural aspects.
