The Parliament Reform Act of 2007

Be it enacted by the Parliament of the Kingdom of Devonia in Congress assembled acted upon by King, and it is hereby enacted and declared, Whereas the Parliament is the most vital bloodline of the nation.
Whereas the Chairman of the Councils is the head of the Parliament,
Whereas the Parliament and Chairman need more active roles in the governance of the Realm, this act is ordained.

SECTION 1.  And be it further ordained, the Chairman of the Councils shall hereby be changed into Prime Minister, that the Upper Council shall be known as the House of Lords, and that the Lower Council shall be known as the House of Commons.  These names shall reserve the right to be changed by legal precedent.

SEC. 2. And be it further ordained, that the Prime Minister shall have the privilege given unto them by the ruling Sovereign to give their assent to a bill/proposal/resolution before passage to the King for the giving or withstanding of the Final Royal Assent.

SEC. 3. And be it further ordained, Control of the ministries shall remain with the King until a working Parliament is in Congress assembled. At which time the King may give some of the ministries of which he sees fit to the direct control of the Prime Minister and/or Parliament.  The Prime Minister may put forward nominations for any offices that require nomination and validation of any power.

SEC. 4. And be it further ordained, the House of Lords shall have more members than five but always less than the House of Commons.

SEC. 5. And be it further ordained, that once a term of Prime Minister is over, the government and Coalition of the former Prime Minister Shall be held accountable for its actions.  Both the King and Parliament may put forth a nomination of a person for the office of Prime Minister.  If the King does not wish to nominate a person to the office directly, he may support a candidate or candidates that have been nominated by Parliament.

SEC. 6. And be it further ordained, that the Kingdom of Devonia is open to political parties, which constitute an integral part of democracy.  Therefore the King cannot be head of a political party.

SEC. 7. And be it further ordained, whenever the King is away from his day to day business for reasons unbeknownst, if he has not chosen a Regent Parliament Reserves the right to elect a regent that shall fill only ceremonial duties.
To take effect on July 5th 2007

The Parliament Reform Act of 2007 Pt. two

Be it enacted by the Parliament of the Kingdom of Devonia in Congress assembled acted upon by King, and it is hereby enacted and declared,

Whereas the Chairman House of Lords is unmanageable,
Whereas the Parliament and Prime Minister need more of a sense of efficiency, this act is hereby ordained.

SECTION 1.  And be it further ordained, that from now on the Houses of Parliament shall be merged into one House, styled the Parliament of Devonia.

SEC. 2. And be it further ordained, that members of the Former House of Royal Lords shall reserve the right to use the Title of Lord.  The measures for passing a bill will still be the same as prescribed by the constitution and by the Parliament Reform act of 2007.

SEC. 3. And be it further ordained, that the constitution with regards to the Judicial and Legislative powers shall be suspended until the population of the Kingdom of Devonia has reached a level deemed appropriate by the Parliament of Devonia.

SEC. 4. And be it further ordained, that the Supreme Court as defined by the Constitution shall be temporarily changed as following with Section three of this bill.  Whenever a case arises a post shall be made in the Judicial Forum.  After which case the King shall nominate an impartial citizen to serve as Judge for the case, this nomination is subject to ratification of the Parliament.  The way in which the ratification is to happen shall be reserved to the parliament.

SEC. 5. And be it further ordained, the Prime Minister shall be elected by the new unicameral Parliament, and shall give their assent to a bill before sending it to the King for Royal Assent.
