Citizenship Act of 2007
Establishing the First Citizenship qualifications

BE IT ENACTED by His Royal Majesty King Rafael Aluveaux I, by and with the advice and consent of the Members of Parliament assembled, and by the authority of the same, as follows:

ARTICLE 1: TRIAL PERIOD.
a. After a citizenship application has been received by the Ministry of Interior, it cannot make a decision until the following requirements have been satisfied:
i. a brief investigation and/or background check on the person who applied for citizenship has to be conducted;
ii. a “residency” trial period of ten (10) days after which the Ministry of Interior may make a decision on the application.
b. If the applicant remains inactive during the "residency" trial period, the Ministry of Interior shall reject the application for citizenship.
c. If the applicant uses his or her "residency" trial period to become acquainted with the Kingdom and becomes active, the Ministry of Interior shall grant citizenship to the applicant.

ARTICLE 2: CITIZENSHIP PURGE.
a. All citizens that have been inactive for more than six (6) months shall have their citizenship revoked completely and shall be purged from the Roll of Citizens and from the Electoral Roll.
b. This article does not apply to citizens who are under extended leave of absences due to extenuating circumstances or have stated an extended absence.

ARTICLE 3: ROYAL ASSENT.
This bill shall not become law until it has received Royal Assent by His Majesty.

I thank the Grand Council for putting this bill forward, as I think that it could greatly improve Devonia's immigration process. The trial period will ensure that only citizens are accepted who can show themselves willing to make a positive contribution to Devonian society.

My only suggestion is whether the trial period might be extended to fourteen days? In my opinion, a whole fortnight would be a better period of time to allow prospective citizens to settle in, and gain greater insight into their suitability. That notwithstanding, I wholeheartedly support this bill, and would certainly vote in favour of it whether the trial period were ten or fourteen days.

Four more days for the period I think would be acceptable, however I would prefer to call it something else; perhaps “green card” status. I just don’t like the phrase “trial period”, it would back me down if I were applying for citizenship.

I would like to see a section added that said something like this law shall be administrated by the Minister of Immigration through regulations developed by the Ministry. All such regulations shall be subject to legislative approval.  Then make it the responsibility of the Minister, perhaps through a staff (Deputy Minister… Department Head … something) to help the person find a job they might want, to take up residency when we develop territorial subdivisions, maybe get involved in a political party if the applicant is so inclined. Also perhaps attempt to find out if the applicant would like to put forth some of their own ideas.

Who knows what the person might like to do, develop a University, a cultural center, a sporting, a business of some sort – I would like to see us use regulations developed by Ministers and approved by the legislature.

Though I see no problem, with the the extra 4 days, I think a 14 Day "Green Card" Period will be far mor off putting than a "10 Day "Green Card" Period. Because human nature being what it is, means that most people won't bother the wait the extra 4 days and would rather go somewhere where there is an instant approval.  However, this being said an 14 day period seems to work in the Kingdom of Talossa and they have quite an active citizenship base, as this period shakes of the Apply and once granted Dissappear Citizens. Thus, I would like the "Green Card" system to be in the Kingdom, but at the shorter 10 days rather than 14, 4 days is going to make much difference.

Secondly, I would like to see the "Citizen Purge" period extended to One Year (12 Months). This way citizens who are suddenly taken away from the kingdom (e.g. due to illness or other reasons) and canot access the internet, will have more than enough time to log on and explain what has happened in the 12 month period, rather than the 6 months. Besides, given they are inactive the extension of this period will have no negative effects on the Kingdom.

I agree that a 'Green Card period' would sound less intimidating than a 'trial period'. I also support the RH Prime Minister's suggestion to extend the 'Citizen Purge' period to one year - this would be less likely to result in loss of citizenship due to unforseen circumstances.

I also see the point that ten days might be less off-putting for potential citizens - while our population is so low, we really cannot afford to be too overbearing. Either way, I would vote in favour of this bill.

I believe that it is also time for this bill to be given a vote on whether it shall receive a second reading.
