Since the Removal of a second Reading is unfavorable, I move to have Parliament set strict regulations for the composition(format) of a bill.
With this I would like to ask of Parliament requiring all Bills that have been amended to be amended through Editing the Post, instead of making a new one.

I see where you are coming from and agree that the current system we have is a little slow when it comes to the editing of bills for the second reading. However, I feel that this time is needed for the author of the bill to go back and re-write and re-think on the stuff which has been raised in the Parliament and to translate this into a workable Bill. All good things are worth the wait! Slow and Steady wins the race, well you get my point...
