By the Command of His Royal Majesty, Rafael II, King of all Devonia, Perpetual Defender of the People of Devonia, Rex Pertetuum, Sovereign of the lands of Devonia, By Grace of God, Lord Protector of the Realm, Consul of Etampes, Prince of Arretium, Prince of Apulia……, King of Devonia, Chief-Royale of the Order of Devonia and of the orders awarded by the Kingdom;

Whereas the Current Government under Prime Minister Michael Dervin has been inactive;

Whereas the Royal Government under Royal Chancellor Austi Scot has been inactive and left abandoned;

Whereas it is my constitutional right and duty to secure the saftey of the State;

Let it be known and established;

That The current Government of Devonia in all forms and means is hereby suspended.  This suspension of government shall place the sole responsibility of governing upon the Crown and its regents from henceforth.

That the Constitution as it is known as of this day is hereby suspended; pending the formation of a functioning government.  If out of this suspension of Government a new Constitution Arises then and only then will all former laws, and Royal Decrees be invalid unless stated otherwise by statute.

That from the Signing of this Declaration the King is the Head of the Government.

That this is a formal declaration of an Emergency which is supported by Constitution.

That this declaration is valid.
