That's correct. Mike Wallace took his GEICO sponsorship to Germain Racing (#30 & #9 in CTS) and the #7 GEICO Toyota Nationwide team will come out of the Germain Racing stables.
Phoenix Racing maintains their #1 team with Johnny Sauter driving and the remnants of the old #7 team has become an unsponsored #4 team currently being tested at Daytona by Robert Richardson. Sterling Marlin could also see some races with the #4 Phoenix Racing team.

Is Germain still doing races with Bodine in the 03? They had some great finishes last year in that car!

I would guess it's possible, but right now it looks like they're trying to reorganize after Musgrave & ASE bailed & they had to up Marks & Crocs up to the #9 ride.
Plus Bodine's stated before that Germain doesn't want to waste time building cars that would immediately become obsolete, even though to facilitate Wallace's team, that's exactly what they're doing. Guess we'll have to wait & see here.
