I does.. but that's all it does is make a stroke around the path. Is it supposed to move with the path?

Not sure.... because the way I move paths is different... try the move tool lol
on that pic, it's on the top right on the tools toolbar

But seeing as your paths are different from mine, I couldn't tell you... Try the whole selecting the anchor points thing I said earlier, but this time select the whole path instead
