History

On Dec. 10, 1898, Guam was ceded to the United States from Spain by the Treaty of Paris. The following February, U.S. Navy Cmdr. E.R. Taussig officially took possession of the island for the United States. U.S. Naval Station, Guam was established Aug. 7 of the same year with the entire island designated as a Naval Station and Capt. R.P. Leary designated as commanding officer and governor of Guam.

Naval Station controlled Guam until it surrendered to the Japanese on Dec. 10, 1941. The island remained under Japanese rule until July 21, 1944, when U.S. forces landed to begin the liberation. This day is now annually celebrated as Liberation Day. In 1944, Fleet Adm. Chester W. Nimitz came to Guam as Commander-in-Chief of the U.S. Pacific Fleet and defeated the Japanese imperial forces on the island, aiding American efforts to bring the war to a close. From 1944 to 1949, an era of military government, the officers who served as ComNavMarianas were respectively charged with such civil responsibilities as governor of the Marshalls-Gilberts; deputy military governor, Pacific Ocean Areas; and deputy military governor, Bonin-Volcano Islands.

From 1944 until March 29, 1952, Naval Station served as a Naval Operations Base, providing a huge portion of every type of fleet service. In September 1956, the Naval Base was disestablished and the Naval Station was reassigned to the military command of Commander, U.S. Naval Forces Marianas.

During the Cold War Submarine Squadron 15 was stationed at its forward base at Agana, Guam, Marianas Islands, operating Fleet Ballistic Missile Submarines. Commander, Submarine Squadron 15, with 7 officers and 13 enlisted personnel, relocated to Guam effective July 1, 2000. During the period of 1986-87, five U.S. Navy supply vessels were homeported on Guam with a combined personnel force totaling nearly 2,000 sailors and officers. After recent military downsizing, the only Navy vessel homeported on Guam is the USS Frank Cable with a crew of 400.

An 07 March 2000 memorandum from the Navy Department’s Office of Legislative Affairs states, "please be advised that the Navy is establishing Commander, Submarine Squadron 15 (COMSUBRON FIFTEEN), Guam.

This action will be effective July 1, 2000." The recommendation to locate the sub command in Guam was made by CINCPAC (Commander-in-Chief, Pacific Fleet) and then sent up the chain of command in the Pentagon. Establishing COMSUBRON 15 will improve the operational readiness of the Pacific submarine force and WESTPAC deployed submarines by exercising administrative and operation control over operations functions, logistics support, material readiness, shipboard training, and personnel. COMSUBRON 15 will number seven officers and 13 enlisted personnel whose estimated combined total salaries amount to more than $1.1 million annually.

The Navy has considered homeporting three to five attack submarines in Guam so the boats can spend more time on station in the western Pacific.

Transit times from Hawaii and the West Coast substantially impact the availability of subs deploying along the Pacific rim. Creation of a homeport in Guam might not happen prior to around 2005, since the Navy would have to create an infrastructure to care for the ships, an additional 650 to 700 sailors and their families.

APRA HARBOR, Guam -- Capt. Dick Corpus officially assumed command as Commander Submarine Squadron 15 (COMSUBRON15) during a reactivation ceremony held on board USS Frank Cable (AS 40) Feb. 23.

After 20 years of dormancy, the squadron was reactivated to support the home porting of up to three Los Angeles-class fast-attack submarines. The Guam-based subs are currently scheduled to be phased in over the next several years with the first submarine, USS City of Corpus Christi (SSN 705) arriving as early as 2002.

"This is a significant step for our submarine force," said Rear Adm. Al Konetzni Jr., Commander Submarine Force Pacific Fleet (COMSUBPAC). "It will relieve some of the stress currently placed on attack boats that are continuing to meet increased tasking with fewer assets," he said.

"We asked ourselves if we should bring submarines, their crews and their families to Guam to live and work," said Rear Adm. Joseph J. Krol, Commander Submarine Group SEVEN (COMSUBGRU7) during the ceremony. "The strategic location of Guam, the logistic support and infrastructure available to the submarine force, and most of all, the people of Guam made the decision that much easier to make," Krol added.

But all of this is certainly not new to the island of Guam, especially Apra Harbor. The island, its naturally protected harbor and the submarine force have been intertwined as long as most submariners can remember. Guam has already been home to Submarine Squadron 15. The squadron was originally established Sept. 1, 1963 at Pearl Harbor, Hawaii. COMSUBRON 15 officially moved to Guam in October 1964 and Polaris Fleet Ballistic Missile Submarine Refit Site III, known simply as Site III, was also established at that time. Site III has remained active at Polaris Point over the years in support of the submarine force.

On the morning of Nov. 29, 1964, SUBRON 15's first Guam-based ship, the submarine tender USS Proteus (AS 19), entered Apra Harbor. Soon after Proteus arrived, seven Fleet Ballistic Missile Submarines followed.

COMSUBRON15 was decommissioned Sept. 30, 1981 during ceremonies held on board Proteus. From 1964 to 1981, 23 different submarines operated under COMSUBRON15 and executed 398 Polaris deterrent patrols in the Pacific region in support of our nation's defense.

Now reactivated, COMSUBRON 15 headquarters is located at Commander Naval Forces Marianas Support Activity (COMNAVMAR), Guam and has once again commissioned a submarine tender, this time USS Frank Cable (AS 40), as its flagship.

Capt. Corpus was born in Quezon City, Philippines in 1954 and moved to Seattle, Wash. in 1977, which he now calls home.

Upon graduating from the U.S. Naval Academy in 1977 with a Bachelor of Science in Marine Engineering he served in various positions on board seven different submarines, including commanding officer of USS Portsmouth (SSN 707) and USS La Jolla (SSN 701). He has also served in various operational and staff assignments ashore, the most recent of which was as COMSUBGRU 7 Chief of Staff from 1999-2001.
