Submarine Squadron 20 provides the maintenance support for all East Coast-based Trident submarines. The first commander of Submarine Squadron 20 was assigned in January 1989, shortly before the arrival of the first East Coast Trident submarine, USS Tennessee (SSBN 734).

The Navy's fleet of Trident submarines is the largest and most powerful submarine force in the free world, and provides the nation's first line of strategic deterrence. The five Trident submarines USS Tennessee (SSBN 734), USS West Virginia (SSBN 736), USS Maryland (SSBN 738), USS Rhode Island (SSBN 740), and USS Wyoming (SSBN 742), assigned to Submarine Squadron 20 can carry up to 24 missiles. The range, payload and accuracy of the Trident II strategic weapons system makes the Trident capable of conducting retaliatory strikes against a full range of possible targets. As the most effective warships of their kind in the world, the Trident submarines of Submarine Squadron 20 are quieter, faster and carry more firepower than the older SSBNs they replaced.

The squadron commander is responsible for five submarines and the 10 crews that man those submarines at all times. Squadron 20 is also the waterfront coordinator and principal squadron involved in planning and executing all SSBN refits with Trident Refit Facility. He is also responsible for all material readiness and fiscal responsibility. The squadron commander and his staff are located in the Waterfront Services building, which overlooks Refit Wharf 1.

Squadron 20 names Sailor of the Year

Since joining the Navy more than 13 years ago, ET1(SS) Paul Esden has been stationed along the East Coast, first in Norfolk, followed by New York, then Kings Bay since 1996.

Esden, who serves as the reactor controls installation division leading petty officer aboard USS Tennessee (SSBN 734)(B), has excelled since coming to Kings Bay. The Sailor was selected for Tennessee Sailor of the Quarter, then Sailor of the Year for 2001. Now, Esden has another feather to add to his cap: selection as Submarine Squadron 20 Sea Sailor of the Year for 2001.

''It's a big accomplishment,'' said the married father of four. ''I'm very proud.''

Like many Sailors, Esden joined the military for the benefits, but he chose the Navy for the challenge, as well.

''I spoke to all the recruiters and looked at every option, and decided the nuclear power program would be the most challenging and rewarding of them all,'' said the 33-year-old Garner, Mass., native. ''I was in the Army ROTC in college, but the Navy offered me the best program.''

Esden plans to stay in the Navy for good. He plans to finish his degree in applied electronics along the way. He said the biggest challenge he's had to face during his time in the Navy is adapting to the new Sailors who join the ranks every day.

''Every generation has its own challenge,'' Esden said. ''Our challenge as leaders is to motivate the new Sailors to hit the ground running and really get with it. It's a tough job, but it's a reality in today's Navy.''

Esden enjoys sports, especially football, and runs in his spare time. He also volunteers occasionally at his children's schools. He said that, along the way, he has learned a few good lessons, one of which is be flexible.

''If I were to give a new Sailor one piece of advice, it would be to remain calm and stay flexible,'' Esden said. ''No matter what you're faced with, doing those two things will allow you to react to a problem or challenge and come through the best way possible.''

Esden will now compete for the title of Submarine Group 10 Sea Sailor of the Year, followed by SUBLANT competition if he wins and ultimately competition for CINCLANT Sailor of the Year. The winners of the CINCLANT competition will be meritoriously advanced to the rank of chief petty officer.

Change of Command

Squadron 20 welcomes new leader

Recently, Submarine Squadron 20 underwent a changing of the guard when their longstanding leader, Capt. Al Hochevar, passed command onto Capt. Timothy Lindstrom.

Hochevar's Navy career began after graduating from the U.S. Naval Academy in 1977. His wealth of experiences in his more than 20 years of service proved beneficial while in command of Submarine Squadron 20.

''Al Hochevar is, first and foremost, a naval officer and is clearly one of the finest operational leaders in our Navy,'' said Rear Adm. Gerald Talbot, commander of Submarine Group 10 and the change of command ceremony's guest speaker. ''His energy, professional skill and ability to foster improvement were most evident in the outstanding readiness of Atlantic Fleet Trident SSBNs in their support of national strategic tasking.''

According to Talbot, Hochevar proved to be a trainer and mentor to all of the squadron's commanding officers, thus improving his unit's combat readiness and proficiency.

''It showed,'' said Talbot. ''He improved overall navigation performance by 25 percent, with 20 percent of his crews evaluated as 'excellent' by the Nuclear Propulsion Examining Board.

Because of Hochevar's dedication and planning, Squadron 20's submarines now use portable atmosphere-monitoring equipment that will save $1.2 million dollars for the submarine force.

''He pioneered the crew self-assessment performance process, as well as the effort to train crews at Trident Refit Facility or on other submarines, enhancing training effectiveness and making it fun,'' continued Talbot.

More than just making work enjoyable, Hochevar's tour was defined by his dedication to the job.

''Al's tour has been characterized by superior leadership, professional excellence, innovation and success. He has never lost sight of the fact that, no matter how much wisdom, knowledge, technology and farsightedness we possess, we can not lead alone,'' Talbot said.

Hochevar described the occasion as being bittersweet, and explained how his tour went at Squadron 20.

''When I got the orders, I didn't even know where Squadron 20 was located or what it did,'' Hochevar said. ''But I couldn't have been more blessed. My tour was fun, exciting and interesting.''

Hochevar said he was honored and blessed to work with a superb group of commanding officers.

''I would have been proud to serve with any of you - at any place and anytime,'' he said.

After a three-year tour in Washington D.C., Capt. Lindstrom returns to Kings Bay to fill Hochevar's shoes.

''I am very happy to be back here,'' Lindstrom said. ''After three years in D.C., it's great to be back.''

Lindstrom looks forward to the task at hand of leading Squadron 20, and Adm. Talbot looks forward to having his leadership.

''I know you, Cynthia and your family will fit right into this wonderful, supportive community,'' Talbot said.

Submarine Squadron 20 to Conduct 360-degree Review of Commanding Officers

KINGS BAY, Ga. (NNS) -- Four Commander, Submarine Squadron (CSS) 20 commanding officers will participate in a new pilot program to measure leadership assessment, beginning in May.

The program focuses on the participants’ awareness and improvements of his emotional and social leadership skills as well as highlighting other leadership competencies and potential behavioral barriers. The program relies on two well-regarded leadership assessment tools; the BarOn Emotional Quotient Inventory and the LOMINGER VOICES Multi-rater (360) Assessment.

“My job as commodore is to ensure that CSS 20 commanding officers are as effective as possible,” said Capt. Steve Struble, CSS 20 commodore. “This program is a great way to help accomplish that.”

Struble was introduced to the revolutionary training methods when he attended a similar Chief of Naval Operations-sponsored program in the summer. He was so impressed with the methods and the impact that he decided to incorporate them into the training program at CSS 20.

The program took on even greater importance when it was “adopted” by Submarine Force Atlantic during the January Group Commander’s Conference in New London.

“360 evaluations were another bullet on the list during a presentation on things being considered to improve commanding officers’ judgment,” said Struble. “I volunteered my experience with the program and plans to implement a similar program in Kings Bay, and Vice Adm. Munns [Commander, Naval Submarine Forces] signed on.”

Two separate assessments will be conducted, one in late May and one in August, to allow all eight commanding officers to participate. The assessments consist of two formal on-site sessions followed by one-on-one professional feedback for participants.

The BarOn Emotional Quotient Inventory is considered the premier measure of dimensions of competence in emotional and social functioning. It is self-scored and presents five areas of measurement in comparison to a well-researched and validated standard - intrapersonal, interpersonal, stress management, adaptability and general mood. Fifteen dimensions are included within the five areas of measurement, and the tool stresses the importance of understanding the emotional impact decisions have on people.

“It’s easy to forget that people are truly our greatest asset,” said Struble. “We can become so structured and procedurally-driven that we fail to consider how the decisions we make will impact our people. Of course, mission comes first but it is important to remember the people who make the mission possible. This instrument helps the subject gain a better understanding of where he stands on an emotional level.”

The second portion of the program is the LOMINGER VOICES Multi-rater 360 Assessment. This assessment is also scientific and database driven and, in an ideal environment, results in an honest and frank assessment of the subject’s perceived strengths and weaknesses.

“This assessment takes input from the subject, his boss and supervisors, as well as his peers and subordinates,” said Struble. “With the exception of ‘one of one’ raters, such as the boss, all inputs are kept anonymous. This maintains a safe environment for the raters and eliminates fear of retribution from the subject - especially among subordinates.”

Struble also noted that the 360 assessment gives subjects a more realistic idea of how their ideas and actions are perceived.

“Let’s say you make a certain decision and it is well received by your peers but not by your subordinates,” said Struble. “The 360 assessment shows you the degree by which the perceptions differ. Then you can ask yourself why the difference is so great. After all, the true effectiveness of communications lies solely with the receiver, not the transmitter.”

The assessment program doesn’t rely solely on self-exploration. Each commanding officer will meet with an executive coach to review and interpret the results of both instruments, followed by a two-hour group debrief and developmental goal setting session. Additional follow-up includes a 550-page developmental coaching guide for each commanding officer that details the VOICES instrument for further study and a one-hour telephone follow-up with an executive coach.

In the end, the goal of this program is building better Navy leaders.

“This is an investment in the future of the Navy,” said Struble. “But the windfall is that participants will certainly benefit on a personal level. This training focuses on self-awareness and inter/intrapersonal leadership skills.”

“These tools help develop the ‘right brain’ aspects of awareness, judgment and creativity, rather than the ‘left brain’ functions of technical knowledge and procedural compliance that we so often focus on as Submariners,” he added.

Struble said he anticipates a four- to six-month post-assessment period to judge the effectiveness of the pilot.
