The Strategic Submarine Force was born in 1959 with the commissioning of USS GEORGE WASHINGTON (SSBN 598). Since that time ballistic missile submarines have been a mainstay of the United States strategic nuclear deterrent force.

The first Strategic Deterrent Patrol was conducted by USS GEORGE WASHINGTON between November 1960 and January 1961.  Since that time, the Submarine Force has completed:

More than 995 Ship-Years Deployed
More than 3300 Strategic Deterrent Patrols
More than 16,100 Ready Missile-Years
More than 145,200 Man-years Submerged

Along the way, improvements have been made in strategic submarines and in the missiles they carry. The first SSBN carried 16 A1 Polaris missiles, each capable of delivering a single warhead over a maximum range of 1000 nautical miles. The George Washington class, along with the later Ethan Allen, Lafayette, James Madison and Benjamin Franklin classes constituted the ’41 for Freedom’.  Some of these powerful submarines were eventually upgraded to carry the Poseidon C-3 and Trident I C-4 missiles, which can deliver up to eight warheads 4,000 nautical miles downrange. The Ohio class constitutes the current evolution of the US Ballistic Missile Submarine.  USS OHIO (SSBN-726) first deployed in 1982 with a complement of 24 C-4 missiles. 14 Ohio class SSBNs remain in service and all now carry the Trident II D-5 Ballistic Missile, extending the submarine’s reach to more than 4,000 nautical miles.

SSBNs were first homeported in Bangor, Washington in 1982 under the cognizance of Submarine Squadron 17 and Submarine Group 9.

In March 2004, Submarine Squadron 19 was activated under the command of Captain Robert E. Schuetz. The squadron is now responsible for four SSBNs and two newly converted SSGNs.

Commander, Submarine Squadron (CSS) 19 stood up April 1, 2004 to augment CSS 17 with supporting boats on the waterfront at Naval Submarine Base (Subase) Bangor. CSS 17's mission has been to support the nine boats and 18 crews that make up the strategic deterrent force in the Pacific. The decision to stand up CSS 19 gives the Sailors of the boats the added attention they need.

Naval Submarine Support Center (NSSC) Bangor, which stood up in early February 2004, will take over the maintenance and routine administrative functions that CSS 17 managed. The remaining year-round training responsibilities will be split between a much leaner CSS 17 staff and the new CSS 19. This new arrangement gives Bangor the flexibility and resources to ensure well maintained submarines are manned by well trained crews, who are always available to continue the mission of strategic deterrence."

The new addition should benefit the crews immensely. It will be good for the subs, because they don't have to worry about working for one boss for three months and then a different one for the next three months when they're in the off crew. It will be one group looking at them year-round, so we'll be able to provide them with more frequent and consistent contact.

Having CSS 17 on Subase will be extremely beneficial. The mission is to provide combat ready submarines who are always prepared to go to sea. In May 2005, the nation's first SSGN, USS OHIO (SSGN 726) was assigned to Submarine Squadron 19. This ship, which also served as the first OHIO Class SSBN, has completed a 3-year conversion, and is now equipped to employ up to 154 Tomahawk cruise missiles and to deliver as many as 66 Special Operations Forces from a covert offshore platform.  USS MICHIGAN (SSGN 727) is also assigned to Submarine Squadron 19 and will deploy identical combat capability.

Except for those SSBNs undergoing overhaul, all submarines assigned to Submarine Squadron 19 have two crews to maximize the operational availability of the submarine hull.  Submarine Squadron 19 is directly responsible for manning, training, and equipping its subordinate submarine crews to accomplish their strategic, strike, and special operations missions.

Submarine Squadron 19's motto, "Incursus Profundum", or "Strike Deep" acknowledges the ability of its assigned submarines to engage enemy targets from beneath the sea by employing either strategic or tactical missiles, or by inserting Special Operations Forces covertly over the beach.

The mission of the squadron is to support the 6 boats and 12 crews that make up the strategic deterrent force in the Pacific. To accomplish this mission, the squadron is staffed with numerous subject matter experts who constantly monitor the operational and tactical readiness of the boats and crews. The squadron staff consists of 17 officers and 60 enlisted people.
