Commander Submarine Group 8 is in the administrative chain of command under Commander Submarine Force, U.S. Atlantic Fleet. As Commander Task Force Six-Four and Commander Task Force Six-Nine, the Commander exercises operational control of the U.S. Fleet Ballistic Missile Submarines (SSBNs) and Fast Attack Submarines (SSNs) deployed to the Mediterranean. In these roles he is responsible to Commander U.S. Sixth Fleet.

Primarily an administrative title, Commander Submarine Group 8's operational functions are accomplished through four Task Forces: CTF 64, CTF 69, NATO's CTF 442, or deployed SSBNs and CTF 439, the operational title for Commander Submarines Allied Naval Forces South -- the rear admiral's NATO hat. CTF 64 and CTF 69 are responsible, respectively, for ballistic missile submarines and attack submarines assigned to Sixth Fleet.

Submarine Flotilla Eight was established in March 1963 at the AFSOUTH Post Bagnoli, Naples, Italy and was assigned responsibility for all U.S. submarines in the Mediterranean. To exercise his national operational responsibilities, Commander Flotilla EIGHT was designated Commander Task Force SIX-FOUR (U.S. SSBN Operations) and Commander Task Force SIX-NINE (U.S. SSN Operations), subordinate to the Commander, U.S. SIXTH Fleet.

In September 1967 the U.S. Navy upgraded Commander Submarine Flotilla EIGHT to a Flag Officer billet commensurate with his assumption of the NATO post of Commander Submarines Mediterranean (NATO Submarine Operations), and the co-location of the COMSUBMED staff with the existing COMSUBFLOT EIGHT staff at AFSOUTH Post Bagnoli.

COMSUBGRU EIGHT and COMSUBMED Headquarters were moved to the Naval Support Activity compound, Agnano, on 15 August 1974. Commander Task Force SIX-SIX, Area Anti-Submarine Warfare Force, U.S. SIXTH Fleet, was disestablish and its mission consolidated into Task Force SIX-NINE, on 31 May 1995. Commander Task Force SIX-FOUR was redesignated as Commander Submarines Allied Naval Forces South (COMSUBSOUTH), on 1 January 1996.

In the Mediterranean, U.S. submarines operate as units of the SIXTH Fleet. They participate in both U.S. and NATO operations and exercises.
Today’s modern submarines are fully integrated with the fleet but retain the ability to operate independently for sustained periods. Although capable of a wide range of missions, U.S. submarines in the Mediterranean spend the bulk of their time signaling support to allies and resolve to potential enemies through engagement activities with allies – military exercises, port visits, and distinguished visitors embarkations; conducting special operations; and participating in contingency combat operations.

During Operation Desert Shield and Desert Storm, U.S. submarines, along with those of our NATO allies, ensured the sea lines of communication supporting our forces in the desert were unimpeded. U.S. submarines conducted Tomahawk cruise missile strikes against Iraq. U.S. and Allied forces also combined to support Operation Sharp Guard and Joint Endeavor, the joint NATO and Western European Union enforcement of United Nations resolutions regarding the Balkan War.

During Operation Allied Force in 1999, CTF 69 / COMSUBMED (recently renamed COMSUBSOUTH) directed the simultaneous movements of as many as five submarines from four different NATO nations. Additionally, U.S. and U.K. submarines contributed significantly to strike operations with Tomahawk Land Attack Missiles (TLAM), successfully launching one quarter of all TLAMS fired, hitting eighty-five percent of targets assigned.
Commander Submarines Allied Naval Forces South (COMSUBSOUTH), was established in September 1967 as Commander Submarines Allied Naval Forces Mediterranean (COMSUBMED). This is the NATO "hat" worn by Commander Submarine Group 8, a US Navy Rear Admiral.

COMSUBSOUTH is a separate staff from COMSUBGRU EIGHT that coordinates NATO southern region submarine operations throughout the Mediterranean under Commander Allied Naval Forces, Southern Europe. Commander Submarines Allied Naval Forces South (COMSUBSOUTH) is a functional commander that is responsible to Commander Allied Naval Forces Southern Europe (COMNAVSOUTH) for the planning and execution of submarine operations in the Mediterranean. In order to meet the above requirement COMSUBSOUTH (CSS), becomes the NATO Submarine Operating Authority (SUBOPAUTH) for the Mediterranean area. Located at Naval Support Activity, Capodichino in Naples, Italy, COMSUBSOUTH is staffed by 24 submarine community personnel from the United States, United Kingdom, Italy, Greece, Turkey, and all other allied naval submarine forces.

NAPLES, Italy (NNS) -- Rear Adm. Carl Van Mauney, commander, Submarines, Allied Naval Forces South (COMSUBSOUTH) and commander, Submarine Group (CSG) 8 turned over command to Rear Adm. Jeffrey Fowler in a ceremony on Nisida Island, just off the coast of Naples, July 14.

Fowler also assumed the titles of deputy commander, U.S. 6th Fleet and director, Navy Europe Plans and Operations.

At the ceremony, guest speaker Vice Adm. “Boomer” Stufflebeem, commander, U.S. 6th Fleet, discussed Mauney’s contributions to U.S. and NATO submarine operations in Europe.

“Staffs plan and commanders execute,” he explained. “Rear Adm. Mauney has done both of these superbly. He has led in the Commander, U.S. Naval Forces Europe/Commander, 6th Fleet staff as director of Plans and Operations, and he has executed in a command function as commander, Submarine Group 8 and commander, Task Force 69.

“He has built and led a superb team of officers, chief petty officers and Sailors," he added. "Together, they have charted new territory for the U.S. Navy and are writing the new history of this new century.”

Mauney assumed command of COMSUBSOUTH and CSG 8 in November 2004. The 1975 graduate of the Georgia Institute of Technology is a native of Jackson, Miss. His next assignment will be in Washington, D.C., as director, Submarine Warfare Division, N87 OPNAV at the Pentagon.

“I want to express my appreciation to those with whom I have worked with the past 20 months at keeping bad things from happening to nations from the sea,” he remarked to the numerous people gathered at the ceremony. “We will no doubt maintain our security and freedom.”

Fowler comes to Naples from Navy Recruiting Command in Millington, Tenn. He is a 1978 graduate of the U.S. Naval Academy and has served aboard several submarines. The native of Bismarck, N.D., commanded USS Charlotte (SSN 766) and Submarine Squadron 3, and has also completed deployments to the Atlantic, Pacific and Indian Oceans, as well as the Persian Gulf.

“I am proud to be joining our NATO team with such a distinguished history of mission success,” Fowler said. “I look forward to employing the submarine strengths of stealth, information collection and firepower as we seek to improve the maritime safety and security of Europe and Africa. With the support of a strong team, I intend to continue the excellence Rear Adm. Mauney has established over the last two years.”

NAPLES, Italy (NNS) -- Rear Adm. Kirkland H. Donald relieved Rear Adm. (select) Steve Stanley during a ceremony held June 3 in the main courtyard of the Naval Support Activity at Capodichino here. Donald takes over as commander of Submarine Group 8, Submarines Allied Naval Forces South and Task Force 69.

Donald was previously deputy chief of staff for C4I, Resources, Requirements and Assessments, U.S. Pacific Fleet. Originally from Norlina, N.C., he graduated from the U.S. Naval Academy in 1975 with a bachelor of science degree in ocean engineering.

After nuclear power and submarine training, he served on USS Batfish (SSN 681), USS Mariano G. Vallejo (SSBN 658) "Blue" and USS Seahorse (SSN 669).

Rear Adm. Donald served as commanding officer of USS Key West (SSN 722) from October 1990 to February 1993. Additionally, he served as commander of Submarine Development Squadron 12 from August 1995 to July 1997.

His shore assignments include member, CINCPACFLT Nuclear Propulsion Examining Board and assistant for officer matters on the staff of the director of Naval Nuclear Propulsion. Donald also served as deputy director, Nuclear Power Distribution Control Division and deputy assistant chief of naval personnel for distribution at the Bureau of Naval Personnel. He served as deputy J-33 for current operations and as deputy director for operations, Operations Team 5 on The Joint Staff.

Rear Adm. Donald holds a master's in business administration from the University of Phoenix and is also a graduate of Harvard University's John F. Kennedy School of Government Senior Executive Fellows Program.

Rear Adm. (select) Steve Stanley, relieved Rear Adm. Charles L. Munns, in February and served as the in-place commander until Rear Adm. Donald could report to Naples.

Task Force 69 and Submarines Allied Naval Forces South support national and allied commanders and controls U.S. submarines transiting through or deployed to the Mediterranean, as well as the submarine tender, USS Emory S. Land (AS 39), and assigned NATO submarines.

Navy Announces Commissioning of Submarine North Carolina - April 30, 2008

The Navy’s newest attack submarine North Carolina will be commissioned Saturday, May 3, during a 10 a.m. EDT ceremony at Port of Wilmington in Wilmington, N.C.

Designated SSN 777, the fourth submarine of the Virginia-class will bear the name North Carolina to honor the Tar Heel State.  The submarine will be the fourth ship of the U.S. Navy to bear the name North Carolina.  The first was a 74-gun ship-of-the-line that served from 1820 to 1836.  The second North Carolina was a Tennessee-class armored cruiser that was built at the Newport News shipyard and served from 1908 to 1921.  The third North Carolina was the first of the Navy's modern battleships, serving from 1940 to 1947, earning 12 battle stars for service during World War II.  The battleship now serves in Wilmington, N.C., as a memorial for all North Carolinians who served in World War II.

Secretary of the Navy Donald C. Winter will deliver the ceremony’s principal address.  Linda Bowman, wife of retired Adm. Frank "Skip" Bowman, former director, Naval Nuclear Propulsion, will serve as sponsor of North Carolina.  The ceremony will be highlighted by a time-honored Navy tradition when Bowman gives the first order to “man our ship and bring her to life!”

The Virginia-class is designed and built to fulfill all current warfighting requirements and provides the Navy with the capabilities required to maintain the nation's undersea supremacy well into the 21st century.  Equally adept at operating in the world’s shallow littoral regions and deep waters, North Carolina and her sister ships will significantly contribute to the mission areas of anti-submarine warfare; anti-surface warfare; special operations forces; strike; intelligence, surveillance, and reconnaissance; battle group support; and mine warfare.

Capt. Mark E. Davis, a native of upstate New York, will become the ship’s first commanding officer and will lead a crew of approximately 134 officers and enlisted personnel.  North Carolina will be homeported in Groton, Conn., as a member of the U.S. Atlantic Fleet.

The 7,800-ton North Carolina was built under a teaming arrangement between Northrop Grumman Shipbuilding and General Dynamics Electric Boat. North Carolina is 337 feet in length, has a beam of 34 feet, and can operate at depths greater than 800 feet and at speeds exceeding 25 knots submerged.  North Carolina is also designed with a reactor plant which will not require refueling during the planned life of the ship-reducing lifecycle costs while increasing operational availability.
