"Total Force"
Every month, several of the Reserve frigates of DESRON ONE get underway for real-time training during weekend drills. During the year, these ships deploy for longer periods of counter-drug operations and Fleet support in exercises such as Cooperation Afloat Readiness and Training (CARAT) 99 and Prospective Commanding Officer’s School Submarine Hollywood. Naval Reserve Force ships of DESRON ONE operated with navies from five countries in Southeast Asia from June through September 1999 as part of the Cooperation Afloat Readiness and Training (CARAT) 99 exercise. CAPT Barry L. Morgan, USNR, Commander, DESRON ONE, served as Task Group Commander for the four-month CARAT 99 evolution in Southeast Asian waters. When three Naval Reserve Force frigates of Destroyer Squadron One deployed for a weekend in January 1999 off the coast of Southern California, 128 Selected Reservists embarked as crew members. The Sailors trained to perform their Navy mission - to operate a warship at sea. The number of Reserve frigates in DESRON ONE declined from five to four as of 01 September 2000, when the USS John A Moore (FFG-19) was disposed of through the Security Assistance Program (SAP) [transferred, cash sale, ex-US fleet hull foreign military sale case number assigned].
