The U.S. Navy's submarine force has the world's most capable submarines, manned by the world's best trained and motivated submariners. During the political or military confrontation, any potential adversary must assume that United States Navy submarines are present and consider the consequences.
Commander Submarine Group Two exercises command of North Atlantic attack submarine forces administratively assigned as well as operational control of Atlantic submarine units and other forces when assigned.
Responsibile for Submarine Squadrons Two, Four, and Submarine Development Squadron Twelve in Groton as well as Submarine Squadrons Six and Eight in Norfolk, COMSUBGRU TWO also exercises responsibility for the training and certification of new construction and overhaul ships and crews at Electric Boat and Portsmouth Naval Shipyards.
Headed by a flag officer, Commander Submarine Group TWO exercises command of North Atlantic attack submarine forces administratively assigned and operational control of Atlantic submarine units and other forces when assigned. Commander Submarine Group TWO exercises command of Commander, Submarine Forces, U.S. Atlantic Fleet forces administratively assigned and operation control of units of other forces when assigned. The primary purpose of Group TWO is to provide support, maintain personnel and material readiness, standards. and work for increased economy and efficiency. COMSUBGRU TWO has responsibility for oversight of all Atlantic Fleet attack submarine squadrons, which include Submarine Squadrons TWO, FOUR, and Submarine Development Squadron TWELVE in Groton; and Submarine Squadrons SIX and EIGHT in Norfolk. COMSUBGRU TWO also exercises responsibility for the training and certification of new construction and overhaul ships and crews at Electric Boat and Portsmouth Naval Shipyards. COMSUBGRU TWO proveds COMSEC material support, security oversight, and C4I coordination for subordinate commands.
Submarine Squadron Support Unit's mission is to centralize administrative control and support functions, economize resources and provide a common pool of experts by providing complete functional support to the Squadron Commander of Submarine Squadrons TWO and FOUR, and Submarine Development Squadron TWELVE in the areas of Administration, Medical, Legal, Chaplain, Supply, Combat Systems, Engineering, Communications and Operations.
Additionally, the Pacific Fleet Los Angeles class submarine USS La Jolla (SSN 701) is undergoing overhaul at the Naval Shipyard, Portsmouth, NH, and temporarily assigned assigned to Submarine Group TWO.
Submarine Group TWO holds traditional Group Commander responsibilities to train, equip and provide submarine forces to the Commander in Chief, U.S Atlantic Fleet. Submarine Group TWO provides attack submarines to four of the five Unified Commanders in Chief (CINCs) (Joint Forces Command (JFCOM), European Command (EUCOM), Southern Command (SOUTHCOM), and Central Command (CENTCOM)), and to the Commander in Chief, U.S. Special Operations Command (CINCSOC).
Additionally, as Commander, Navy Region Northeast, under Commander in Chief, U.S. Atlantic Fleet, Commander Submarine Group TWO oversees and acts as advocate for the Navy infrastructure from New Jersey to Maine that supports our operational forces. Specifically, this includes:
Naval Weapons Station Earle, which provides ammunition and supply support to the surface fleet,
Naval Submarine Base New London, which provides the homeport for maintenance and training for 18 attack submarines,
Naval Station Newport, which is the home for a great deal of our Navy training and supports the Naval Undersea Warfare Center which is key to submarine research and development commands,
Portsmouth Naval Shipyard, which provides Base Operational Support functions for the overhaul, repair, modernization and refueling of submarines, and

The Navy’s newest attack submarine New Hampshire (SSN 778) will be commissioned Saturday, Oct. 25, 2008, during a 10 a.m. EDT ceremony at the Portsmouth Naval Shipyard in Kittery, Maine.
Sen. Judd Gregg will deliver the ceremony’s principal address. The ship’s sponsor, Cheryl McGuinness of Portsmouth, N.H., is the widow of Lt. Cmdr. Thomas McGuinness, a veteran Navy pilot and co-pilot of American Airlines Flight 11 which was flown into the North Tower of the World Trade Center by terrorists on Sept. 11, 2001. The ceremony will be highlighted by a time-honored Navy tradition when McGuinness gives the order to “man our ship and bring her to life!”
The fifth submarine of the Virginia-class, New Hampshire was delivered eight months early thanks to the Navy’s on-going cost-reduction initiatives. This will mark the first time since 1996 that the Navy has commissioned two submarines of the same class in the same year -- USS North Carolina was commissioned in May.
Through their unique capabilities of stealth and endurance, Virginia-class submarines directly enable the Maritime Strategy Core Capabilities of forward presence, deterrence, sea control, power projection, and maritime security. Equally adept at operating in the world’s shallow littoral regions and deep waters, New Hampshire will significantly contribute to the mission areas of anti-submarine warfare; anti-surface warfare; special operations forces; strike; intelligence, surveillance, and reconnaissance; irregular warfare; and mine warfare.
Cmdr. Mike Stevens, a native of Tacoma, Wash., will become the ship’s first commanding officer, leading a crew of approximately 134 officers and enlisted personnel.
The 7,800-ton New Hampshire was built under a unique teaming arrangement between General Dynamics Electric Boat and Northrop Grumman Shipbuilding. New Hampshire is 337 feet in length, has a beam of 34 feet, and can operate at depths greater than 800 feet and at speeds exceeding 25 knots submerged. New Hampshire is also designed with a reactor plant which will not require refueling during the planned life of the ship, reducing lifecycle costs while increasing operational availability.
