USS George Washington (CVN 73) with CVW-17 embarked departed Norfolk Va. 4 April 2006, on her second Caribbean Sea deployment, for two months of training and joint military exercises as part of U.S. Southern Command's(SOUTHCOM) "Partnership of the Americas" deployment, operating with the United States Atlantic Command under the direction of the 2nd Fleet. The two-month underway period marks GW’s first deployment since leaving the Northrop Grumman Newport News Shipyard in December. More than 6,500 Sailors from the GW Carrier Strike Group ships will deploy to the Caribbean Sea to enhance regional maritime security and strengthen ties through operations and exercises with Caribbean and Latin American partner nations. The deployment will also provide the opportunity for U.S. and other forces to operate in a multinational environment, refine coordination, and improve interoperability. Assigned units will focus on being ready to deal with threats such as narco-terrorism and illicit trafficking, and improving training levels in a variety of mission areas. She will under go her eighth deployment since her commission 4 July 1992 and approximately the US Navy’s 777th carrier FWFD.

The carrier is the flagship of the Carrier Strike Group (CSG) 10, with the commanding rear admiral on board, Commander, Rear Adm. Joseph K. Kilkenny, making use of the advanced combat information center and communications suite with Carrier Air Wing 17 and Destroyer Squadron 40.

two guided missile cruisers, usually Ticonderoga class — multi-mission surface combatants, equipped with Tomahawk missiles for long-range strike capability.

two to three guided missile destroyers, usually Arleigh Burke-class — multi-mission surface combatant, used primarily for anti-air warfare (AAW) and anti-submarine warfare (ASW)

a frigate, usually Oliver Hazard Perry-class — primarily for anti-submarine warfare (ASW)

two attack submarines, usually Los Angeles-class — in a direct support role seeking out and destroying hostile surface ships and submarines

a combined ammunition, oiler, and supply ship, usually Sacramento or Supply class — provides logistic support enabling the Navy's forward presence: on station, ready to respond

George Washington did not particpate in OEF, OIF or MSO during her Caribbean cruise.

Underway in the Atlantic from 4 to 12 April 2006, USS Stout (DDG 55) and USS Monterey (CG 61), ships from Destroyer Squadron 40, joined GW in the George Washington Carrier Strike Group April 4. USS Underwood (FFG 36), homeported in Mayport, Fla., already at sea performing escort duties, joined the GW CSG in the Caribbean Sea at a later date.

Underway in the Caribbean Sea on 13 April 2006, GW successfully completing the second and third phases of its Tailored Ship’s Training Availability (TSTA), April 13. TSTA II and III mark the first time GW Sailors integrated with Carrier Air Wing (CVW) 17 Sailors during drills. TSTA is normally a single 25-day underway period with the air wing embarked to assess everything from navigation, seamanship, damage control and combat systems, to medical and flight deck operations. GW’s TSTA was unconventional in that it was conducted over several interrupted underway periods and did not follow the normal Fleet Readiness Training Plan model.

GW visited St. Maarten, Netherlands Antilles from 14 to 17April 2006 for a goodwill port visit as part of the ship’s current deployment. This is the first time in several years that an aircraft carrier has operated in the Western Caribbean.

George Washington underway in the Caribbean Sea from 18 April to 14 May 2006, on May 11-12, GW conducted a bilateral exercise with the Colombian navy and air force, which was the first bilateral exchange, was a visit by a group of Brazilian pilots who were hosted by CVW-17. During their visit, the officers were shown how the U.S. Navy conducts aircraft carrier operations. It involved two ships from the Colombian navy, GW, aircraft from CVW-17 and the Colombian air force and two ships from the GW Carrier Strike Group (GWCSG) - USS Monterey (CG 61) and USS Underwood (FFG 36). The two-day exercise involved an air defense exercise and numerous war fighting demonstrations by all the units involved. Military leaders from Colombia embarked GW during the exercises to get a look at how the carrier strike group operates; underway in the Caribbean Sea from 18 April to 14 May 2006; visited Antigua from 15 to 18 May 2006; entering the Caribbean Sea on 19 May and the Atlantic from 22 to 23 May.

Throughout the deployment, GW hosted dignitaries, military leaders and media representatives from various countries in the region including Colombia, Venezuela, Panama, Trinidad & Tobago, and Antigua. GW also conducted operations and exercises with foreign navies in the region. Her eighth deployment since her commission 4 July 1992 and approximately the US Navy’s 777th carrier FWFD.

Rear Adm. William E. Gortney assumed command as commander, Carrier Strike Group (CSG) 10, relieving Rear Adm. Joseph F. Kilkenny July 10, during a ceremony aboard USS George Washington (CVN 73).

Commander, U.S. 2nd Fleet Vice Adm. Mark P. Fitzgerald was the guest speaker during the ceremony. During Fitzgerald’s speech, he commended Kilkenny for a job well done.

“Adm. Kilkenny has done every job he has had superbly, and he has been setting the standard for carrier aviation for a long time,” said Fitzgerald. “He and his family have been true supporters of the Navy for a very long time.”

Fitzgerald then commented on the role Carrier Strike Group 10 has played in the war on terrorism.

“We are a credible and powerful Navy, and a persistent force sailing the oceans of the world and giving stability to those areas that don’t necessarily conform to our way of thinking and democracy,” Fitzgerald said. “Some people say virtual presence is actual absence, and I think that’s true today. We have to be out there showing values and the things that the United States brings to this world.”

Fitzgerald then presented Kilkenny with the Legion of Merit Award for his service while commanding the George Washington Carrier Strike Group.

“Serving as commander of CSG 10 has been without a doubt the most rewarding tour of my career,” said Kilkenny. “I’ve been blessed with the opportunity to command some of the finest Sailors in our fleet, and I can assure you they have all been truly magnificent in answering their call to duty.”

Kilkenny was then relieved by Gorney.

“I can guarantee that we’ll be properly manned, we will be trained and equipped for both high- and low-end conflicts. We will dominate any battle space we’re assigned, support and train with our allies, make as many new friends as able, do everything in our power to prevent major combat, and support our nation during operations over seas,” said Gortney.

Gortney previously served as the Deputy Chief of Staff for Global Force Management and Joint Operations, Fleet Forces Command, in Norfolk, Va.

Kilkenny, who assumed command of CSG 10 April 8, 2005, also served as the Joint Forces Maritime Component Commander for hurricanes Katrina and Rita Humanitarian Assistance/Disaster Relief operations. He began his tenure with George Washington Strike Group in December 2005 when the ship became the CSG 10 flagship.

Kilkenny will now assume command as Commander, Navy Recruiting Command.

USS George Washington (CVN-73 ) will begin a DPIA (Drydocking Planned Incremental Availability) lin the Fall of 2006, leaving the Navy with 9 out of 12 carriers active from the Fall of 2006 until around March 2007.
