USS Ronald Reagan (CVN-76) with CVW-14 arrived San Diego, California 20 April 2007, departing 5 January 2006, on her second “Westpac” deployment under the Navy's Fleet Response Plan (FRP) and will operate in the western Pacific in support of U.S. commitments in the region in Exercise Reception, Staging, Onward Movement and Integration/Foal Eagle (RSOI/FE). FRP provides the U.S. with the ability to respond to any global commitment with flexible and sustainable forces and the ability to rapidly respond to a range of situations on short notice. Her 3rd deployment since her commission on what would be approximately the U. S. Navy's 883rd carrier FWFD.

USS Ronald Reagan (CVN-76) with CVW-14 departed San Diego, California 5 January 2007.

The Ronald Reagan CSG is deploying under the Navy's Fleet Response Plan (FRP) and will operate in the western Pacific in support of U.S. commitments in the region. FRP provides the U.S. with the ability to respond to any global commitment with flexible and sustainable forces and the ability to rapidly respond to a range of situations on short notice.

"Our nation relies on flexible, credible forces forward deployed, ready for immediate employment to address the challenges we face today. Being able to project forces both rotationally and through surge readiness makes us more effective and responsive," Martoglio said.

"We've maintained a high operational tempo since we returned from deployment, and our ability to surge now is a testament to the hard work of this crew in keeping the ship battle ready," said Capt. Terry B. Kraft, Ronald Reagan's commanding officer.

The Ronald Reagan CSG, commanded by Rear Adm. Charles W. Martoglio, is comprised of Commander, Carrier Strike Group 7 (CCG 7), Carrier Air Wing (CVW) 14, Destroyer Squadron (DESRON) 7, the nuclear-powered aircraft carrier USS Ronald Reagan (CVN 76), the guided-missile cruiser USS Lake Champlain (CG 57), the guided-missile destroyer USS Russell (DDG 59), and Explosive Ordnance Disposal Unit 11, Detachment 15.

The squadrons of CVW-14 include the Strike Fighter Squadrons (VFA) the Redcocks of VFA-22, the Fist of the Fleet of VFA-25, the Stingers of VFA-113, the Eagles of VFA-115, the Black Eagles of Airborne Early Warning Squadron (VAW) 113, the Cougars of Tactical Electronic Warfare Squadron (VAQ) 139, Providers of Carrier Logistics Support (VRC) 30 and the Black Knights of Helicopter Anti-Submarine Squadron (HS) 4.

Ronald Reagan Ronald Reagan, At Sea (NNS) -- The Supply Department aboard USS Ronald Reagan (CVN 76) has been named the 2007 winner of the Capt. Edward F. Ney Award for excellence in food service aboard aircraft carriers.

Secretary of the Navy Donald C. Winter announced the winners Feb. 1 on behalf of the Naval Supply Systems Command.

“The Capt. Edward F. Ney Awards recognize one of the top quality of life issues for our Sailors across the globe,” said Capt. David M. Fitzgerald, deputy commander, Navy Family Support, Naval Supply Systems.

“We’re proud of our 2007 winners. Their outstanding creativity, combined with presentation skills and their ability to serve delicious, healthy foods every day, is a tremendous achievement,” said Fitzgerald.

The New Memorial Awards Program is co-sponsored by the Secretary of the Navy and the International Food Service Executives Association (IFSEA). The IFSEA is a nonprofit food service association dedicated to enhancing the professional image and growth of persons serving in the food service industry.

The awards encourage excellence in Navy food service programs, with the objective of improving the quality of life for Navy personnel. Evaluation teams were made up of senior Navy culinary specialists as well as IFSEA representatives.

“The Ney Award is for the best of the best,” said Chief Warrant Officer William Duka, food service officer aboard Ronald Reagan. “The evaluators look for quality of the food, customer service, record keeping, and management. When all of the points were tallied, Ronald Reagan came out on top.”

“There are seven different categories for the Ney Awards,” added Duka. “One is for carriers, which we won. The others are for smaller ships, shore commands, and submarines. They have one finalist from each coast and the better of the two wins.”

Ronald Reagan was named the winner of the aircraft carrier category, edging out USS Theodore Roosevelt (CVN 71) for top honors in 2007.

“In the end, it’s all about having a clean area, how the food is prepared, and proper training,” said Master Chief Culinary Specialist (AW) Henry Salazar. “Ronald Reagan strives for five-star quality.”

“The Ney Award is not just for the food service division, it’s for the entire crew,” said Salazar. “The Ney Award reflects what we strive for everyday -- excellence. I am very proud of my crew and their accomplishments.”

According to Cmdr. David Pimpo, Ronald Reagan’s supply officer, the entire ship worked together to win the Ney Award.

“Our culinary specialists make me proud everyday," said Pimpo. "They are not satisfied until the entire crew is satisfied, but we can't do it alone. Engineering keeps our gear up and running and the rest of the crew helps us keep the mess decks clean by taking ownership of their eating areas. Ronald Reagan is a very special ship and I'm just glad to see the Ney Award inspectors believe our food service team is as special as we do.”

First-place winners, including Ronald Reagan’s supply department, will be recognized during the joint military and IFSEA awards presentation March 31 in Kansas City, Mo.

Ronald Reagan was commissioned in July 2003, making it the ninth and newest Nimitz-class, nuclear-powered aircraft carrier. The ship is named for the 40th U.S. president; its motto, “Peace through Strength,” was a recurrent theme during the Reagan presidency.

Ronald Reagan Carrier Strike Group (RRCSG) took part in a passing exercise (PASSEX) with the Japanese Maritime Self Defense Force (JMSDF) in the Philippine Sea March 16-18.

JMSDF ships participating in the PASSEX were the JS Myoko (DDG 175), JS Hamagiri (DD 155), JS Yuugiri (DD 153) and JS Haruna (DDH 141). In addition to USS Ronald Reagan (CVN 76), U.S. Navy ships participating in the exercise were USS Lake Champlain (CG 57), USS Russell (DDG 59) and USS Paul Hamilton (DDG 60).

Additionally, Commander, Carrier Strike Group (CSG) 7; Commander, Destroyer Squadron (DESRON) 7; and Carrier Air Wing (CVW) 14 participated in the exercise.

The goal of the exercise was for the RRCSG to work with their counterparts from the JMSDF in areas of mutual interest. Exercises included drills in communications, precision maneuvering, air defense and surface warfare tactics.

Ronald Reagan also conducted a fueling at sea with each of the four ships from the JMSDF, as well as a photo exercise and a pass in review.

“We value the close relationship with our counterparts in JMSDF as we work together to address regional issues of vital importance to both countries,” said Rear Adm. Charles W. Martoglio, commander of the RRSG.

“The United States Navy and the Japanese Maritime Self Defense Force have a unique relationship in that we have one of the most robust bilateral exercise programs between any two countries,” added Martoglio. “This PASSEX is a chance for our two navies to enhance military-to-military relationships and is designed to improve both naval forces’ capability for coordinated and bilateral operations.”

In order to facilitate communication between the RRCSG and the JMSDF, both navies participated in an officer exchange program, said Martoglio. This ensured a seamless integration of forces from both the United States and Japan.

As part of the exercise, Capt. Terry B. Kraft, Ronald Reagan’s commanding officer, also visited JS Myoko to observe operations.

“We share a friendship and closeness that is unique to our nations, and among maritime forces,” said Kraft. “Our mutual understanding of commitments to each other under the security treaty is the reason for this incredible bond between our Sailors.”

“It was particularly rewarding to provide refueling at sea practice for our Japanese counterparts," added Kraft.

The PASSEX allowed Command Master Chief (SW/AW) James DeLozier, Ronald Reagan’s command master chief, to spend time aboard JS Myoko as well as host its Command Master Chief Osamu Natusme, aboard Ronald Reagan.

“I found that Master Chief Natsume and I share a lot of things in common when it comes to being a CMC,” said DeLozier. “It was very interesting to see both the similarities and the differences between being aboard a JMSDF ship in comparison with our own ships. Being able to spend time on each other’s ship and getting to know our JMSDF allies will help both navies work together for regional stability.”

USS RONALD REAGAN, At Sea (NNS) -- The Ronald Reagan Strike Group (RRSG) kicked off its participation in Exercise Reception, Staging, Onward Movement and Integration/Foal Eagle (RSOI/FE) 2007 on March 25, following a four-day port visit to Busan, Republic of Korea.

Exercise RSOI/FE 07 is a scheduled combined/joint exercise conducted annually involving forces from both the United States and the Republic of Korea. RSOI/FE 07 is designed to provide training for our forces in the various aspects of reception, staging, onward movement, and integration as well as focusing on rear area security and sustainment operations.

The exercise demonstrates the U.S. commitment to the ROK/U.S. alliance and enhances combat readiness of ROK and U.S. supporting forces through combined and joint training.

Rear Adm. Charles Martoglio, Commander of the Ronald Reagan Strike Group, said the seven-day exercise is designed to enhance the overall readiness between U.S. and ROK forces working in a combined and joint environment.

“RSOI/FE allows the Ronald Reagan Strike Group and other U.S. forces to improve our working relationship with other key nations in the region,” said Martogolio. “Our presence during this exercise demonstrates that we can rapidly integrate into the forces already present in the region to provide a unified and capable fighting force.”

According to Capt. Terry B. Kraft, Ronald Reagan’s commanding officer, Ronald Reagan’s role in RSOI/FE includes exercises to support theater security, cooperation and engagement with the ROK and to reinforce the strong alliance that already exists between the U.S. and ROK Navy.

“Ronald Reagan will play a major role in this exercise,” said Kraft. “RSOI/Foal Eagle is one of the most important exercises Ronald Reagan has been a part of and shows the U.S. commitment to peace and stability in the region. We look forward to working with our ROK counterparts.”

The more than 6,000 Sailors assigned to the Ronald Reagan Carrier Strike Group deployed Jan. 27 under the Navy’s Fleet Response Plan (FRP), which provides the U.S. the ability to respond globally to a wide range of situations, on short notice, with flexible and sustainable forces.

Demonstrating the commitment of the United States to peace, security and stability in the Pacific region, the Ronald Reagan strike group deployed to the Western Pacific while USS Kitty Hawk (CV 63), the Navy’s only permanently forward-deployed aircraft carrier, underwent scheduled maintenance in Yokosuka, Japan.

"The Ronald Reagan Carrier Strike Group performed a key role in providing stability in the Western Pacific region during its surge deployment,” said Vice Adm. Doug Crowder, U.S. 7th Fleet Commander. “I am very impressed with the high level of readiness the strike group showed working with Japanese and Korean naval forces. These Sailors are great ambassadors for the United States."

Rear Adm. Charles W. Martoglio, Commander of the Ronald Reagan Strike Group was also pleased with the performance of the strike group.

“Our strike group made a significant, positive contribution to our relationships with friends, allies and coalition partners as well as improved the readiness of our forces to meet the broad array of challenges in the maritime environment,” said Martoglio. “We value the close relationship with our friends in this part of the world and we work very closely to address regional issues of vital importance to us all.”

During their time in the 7th Fleet AOR, the Ronald Reagan Strike Group participated in joint exercises with the Republic of Korea as well as the Japan Maritime Self Defense Force. The ship also hosted numerous distinguished visitors from China, Japan and the Republic of Korea.

Capt. Terry B. Kraft, Ronald Reagan’s commanding officer, added, “The officers and crew of Ronald Reagan were able to accomplish every mission while in the 7th Fleet AOR and were good ambassadors at each and every port call.”

According to Capt. Richard Butler, commander, CVW-14, the embarked air wing maintained an intense flight schedule while the carrier strike group was operating in the 7th Fleet AOR.

“The air wing, comprised of some of the most advanced aircraft in the world, is an example of naval airpower that can be quickly relocated to support U.S. interests and our allies in the region,” said Butler. “Our focus each day was to keep the best-trained aircrews and best-maintained aircraft ready to execute missions when called upon.”

While in the region, the Reagan strike group also made three port calls: Sasebo, Japan; Hong Kong; and Busan, Republic of Korea. During the port visits, the Sailors enjoyed the local culture, purchased souvenirs, and hundreds volunteered their time in various orphanages, homes for the elderly, and assisted living centers for the disabled.

The 7th Fleet AOR includes more than 52 million square miles of the Pacific and Indian oceans -- stretching from the international date line to the east coast of Africa, and from the Kuril Islands in the north to the Antarctic in the south.

Ronald Reagan pulled into Naval Station Pearl Harbor for a scheduled port visit on the return leg on 9 to 13 April 2007.

Ronald Reagan departed Pearl Harbor for a "Tiger Cruise", the final leg of the deployment 13 to 19 April 2007 operating in the Pacific, returning home to San Diego, Calif. 20 April 2007.

CORONADO, Calif. (NNS) -- Thousands of family members and friends crowded the pier at Naval Air Station North Island on April 20 to welcome home the Ronald Reagan Carrier Strike Group (CSG) following a three-month deployment in support of operations in the Western Pacific.

The more than 5,000 Sailors assigned to the USS Ronald Reagan (CVN 76), USS Lake Champlain (CG 57), Carrier Strike Group (CSG) 7, Destroyer Squadron 7, Explosives Ordnance Disposal Unit 11, Det. 15, and Carrier Air Wing 14 that comprise the Reagan (CSG) deployed Jan. 27 under the Navy’s Fleet Response Plan, which provides the United States with the ability to respond to any global commitment with flexible and sustainable forces, and the ability to rapidly respond to a range of situations on short notice.

Ronald Reagan filled in for the USS Kitty Hawk (CV 63), the Navy’s only permanently forward-deployed aircraft carrier, serving in the U.S. 7th Fleet’s area of responsibility (AOR), as it underwent scheduled maintenance in Yokosuka, Japan.

Rear Adm. Charles W. Martoglio, commander of the Reagan CSG said he was extremely pleased with the strike group's significant demonstration of America’s commitment to security and stability in the Western Pacific.

“Our Sailors were the key to these presence operations. They demonstrated superb readiness, tactical proficiency and seamless integration across the spectrum of operations,” he said.

Capt. Terry B. Kraft, Ronald Reagan’s commanding officer, said he couldn’t be more proud of his crew.

"Their ability to respond on short notice was simply eye-watering. We accomplished every mission while in the 7th Fleet AOR and were good ambassadors at each and every port call,” Kraft added.

During their time in the U.S. 7th Fleet AOR, the Reagan CSG participated in joint exercises with the Republic of Korea (ROK) as well as the Japan Maritime Self Defense Force (JMSDF). The ship also hosted distinguished visitors from China, Japan and the Republic of Korea.

The Reagan CSG also participated in Exercise Reception, Staging, Onward Movement and Integration/Foal Eagle (RSOI/FE) 2007, annual exercise designed to provide training for ROK and U.S. forces in the various aspects of reception, staging, onward movement, and integration as well as focusing on rear area security and sustainment operations.

According to Capt. Sean O’Connor, Lake Champlain’s commanding officer, his crew spearheaded multiple exercises with the ROK and JMSDF, from helicopter operations to complex air defense exercises during the deployment.

“My crew understood that this deployment was necessary to support our nation’s efforts in the war on terrorism,” said O’Connor. “Their pride and professionalism is reflected in the outstanding material condition of ‘Champ’ as we return to homeport, and by the many new ESWS [Enlisted Surface Warfare Specialist] pins gracing the uniforms of over 20 crew members.”

O’Connor and his Sailors agree that as good as it felt to serve their country throughout our most recent operations, it feels better to be home with their families again.

“After completing a deployment it always feels good to be home with your family and friends,” said Storekeeper 2nd Class (SW) Raymond Skelton from Conroe, Texas. “I am really looking forward to some relaxation and spending time with my family.”

The aircraft carrier Ronald Reagan made several port calls during the three-month deployment including stops in Sasebo, Japan; Hong Kong; Busan, Republic of Korea and Pearl Harbor. During these port visits, more than 600 Sailors volunteered their off-duty time in 23 community relations projects, including visits to orphanages and elderly care homes.
