I felt sorry for the girl's father who lost the election. he should have been able to control himself better. And he should have hired the Saint to help instead of doing it on his own.

I have watched all of these episodes many many times, and the more I watch, the more I pay attention to the details in each story. Simon told the mayor that he figured out who the bad guy was long before coming to the building site to confront the baddies. Yet, if he knew the mayor was the bad guy, then why didn't Simon call the police himself instead of leaving it up to the corrupt mayor? In the end, it was the girl and Simon's friend who called the police, and only after they figured out that something was wrong.
