When Tira sets her eyes on a target they should be well aware they are in danger. Her quick movement and attacks can decimate an enemy quickly, but in place of a high damage output besides being quick on her feet Tira has little to protect her from multiple enemies.
Tira Agrona the Quick Shot
Agility 21 + 3 per level
Intelligence 18 + 1.5 per level
Strength 17 + 1 per level

Holy Darkness Twins-Passive
Tira is not only fast on the draw but skilled as well, shooting different areas of the body to effectively finish off her enemy more easily. She has a 7% chance on each attack to hit someone in the leg to slow their movement by 20% for 5 sseconds, a 7% chance to hit them in the arm slowing their attack by 20% for 5 seconds or a 7% chance of shoot them in the head for an additional 50 damage.

Blazing Chambers-Instant Self Buff
Cooldown:18 seconds.
Duration:12 seconds.
Mana cost:85
Level 1-Tira gets a 16% increase in attack speed. Also she has a 30% chance to deal 1.25 times more damage.
Level 2-Tira gets a 22% increase in attack speed. Also she has a 30% chance to deal 1.5 times more damage.
Level 3-Tira gets a 28% increase in attack speed. Also she has a 30% chance to deal 1.75 times more damage.
Level 4-Tira gets a 34% increase in attack speed. Also she has a 30% chance to deal 2 times more damage.
Level 5-Tira gets a 40% increase in attack speed. Also she has a 30% chance to deal 2.25 times more damage.

Annihilation Rotation-Instant Area of Effect
Cooldown:9 seconds.
Mana cost:60
Level 1-Tira fires upon all nearby enemies dealing 30 damage to each of them. Her inniate has a chance to activate on each enemy shot.
Level 2-Tira fires upon all nearby enemies dealing 60 damage to each of them. Her inniate has a chance to activate on each enemy shot.
Level 3-Tira fires upon all nearby enemies dealing 90 damage to each of them. Her inniate has a chance to activate on each enemy shot.
Level 4-Tira fires upon all nearby enemies dealing 120 damage to each of them. Her inniate has a chance to activate on each enemy shot.
Level 5-Tira fires upon all nearby enemies dealing 150 damage to each of them. Her inniate has a chance to activate on each enemy shot.

Perfection-Passive
Level 1-Tira's movement speed is increased by 3% and her attack range is increased by 25.
Level 2-Tira's movement speed is increased by 6% and her attack range is increased by 50.
Level 3-Tira's movement speed is increased by 9% and her attack range is increased by 75.
Level 4-Tira's movement speed is increased by 12% and her attack range is increased by 100.
Level 5-Tira's movement speed is increased by 15% and her attack range is increased by 125.

Sonic Shot-Single Target
Cooldown:90 seconds.
Mana cost:135
Level 1-Tira surround's a target and deals 300 damage.
Level 2-Tira surround's a target and deals 400 damage.
Level 3-Tira surround's a target and deals 500 damage.

Counter Measures
Tira has little in the ways of self defense. She is most effective when allowed to do hit and runs, so do not let her. If you can get into range to do damage on her lay into her with all you have. If you have Bellatrix or Lilith this can be made far easier since both can lesson the primary thing Tira relies on, physical damage. It is often times better to try and finish a fight with Tira instead of running away unless you have a way to get a decent head start.

Updated it a bit I haven't worked on ulti yet but I plan to also make it work with her inniate. I am fond of the improvements to Annihilation Rotation, text now appears beside her telling you how many head/arm/leg shots she got during it. Trying to take out stuns except for on Amaguq and Teresa. So between them and Persy no one else can stop channeling, to kinda make it more worthwhile.
